Joe McInnes Director, ALDOT
Mr. McInnes comes to the Department of Transportation from the private sector. He worked for Blount International for 25 years and retired as Executive Vice President and Chief Administrative Officer.
Mr. McInnes has a long history of civic and community involvement, with past service as President of the Montgomery United Way, President of the Tuckabatchee Area Council Boy Scouts of America, Director of the Montgomery Area Chamber of Commerce, Director of the Alabama Humanities Foundation and Trustee of the Montgomery Museum of Fine Arts, to name just a few of his accomplishments.
Don Vaughn Chief Engineer, ALDOT
Mr. Vaughn was appointed as ALDOT's Chief Engineer effective June 1, 2005. He earned his bachelor's degree in civil engineering from Auburn University in 1971. He is a registered professional civil engineer in the State of Alabama (P.E. 11373). During his career, Mr. Vaughn has served as Interstate Bureau environmental engineer from 1973-1976, assistant location engineer from 1976-1979, location engineer from 1980-1983, assistant chief of the Design Bureau from 1983-1987 and as bureau chief of the Office Engineer Bureau from 1987-1989. He was appointed as administrative engineer to the transportation director in July 1989, and also has served as Assistant Transportation Director under two different governors. In addition to serving as Chief Engineer since June 2005, he has served as Deputy Transportation Director since February 2003.
Tony Harris Project Spokesperson, ALDOT
Mr. Harris is the Special Assistant to the Transportation Director and the Governmental Relations Manager for the Alabama Department of Transportation. He joined the Transportation Director's staff in November 2004, with 14 years of experience in communications, public relations, and governmental affairs. He is ALDOT's primary spokesman with the news media and manages the Department's public affairs and communications office. He earned his bachelor's degree in Journalism/Public Relations from Troy State University, and has completed graduate studies in Public Administration. He is a 2005 graduate of the National Transportation Management Conference, and is also a graduate of Wiregrass Leadership Institute, one of Alabama's regional leadership development programs.
Terry McDuffie State Construction Engineer, ALDOT
Mr. McDuffie has served in his present capacity since 1999. A native of Hartford, Alabama, he is a graduate of Auburn University where he holds a bachelor of civil engineering degree. He began his career as assistant county engineer with the Choctaw County Commission before joining Blount International as office engineer.
He became project engineer for ALDOT in 1985. He has also held positions of district engineer, assistant roadway and bridge engineer and bridge maintenance engineer. Mr. McDuffie is a registered professional engineer in the State of Alabama.
Buddy Cox, Jr. Geotechnical Engineer, ALDOT
Mr. Cox is responsible for geotechnical studies for road and bridge construction projects. He supervises 35 people including engineers and geologists who are responsible for foundation investigations, foundation designs and hazardous materials. He is an 18 year ALDOT veteran having previously served as Hazardous Materials Coordinator and Environmental Engineer. Prior to that he was with the Alabama Department of Environmental Management for 15 years where he held the title of Chief for the Hazardous Waste Branch and Environmental Engineer. Before accepting that position he was Chief of the Mineral Industries Section and Pollution Control Specialist. Mr. Cox holds three degrees from Auburn University including a BS and MED in Math Education and a BS in Agricultural Engineering. He is a registered Alabama Professional Engineer and was named Outstanding Bio-Engineering Alumnus of Auburn University in 2004. He is also a retired colonel with the Alabama Air National Guard.
Barry Fagan Assistant State Construction Engineer, ALDOT
Mr. Fagan has been with ALDOT for the past 17 years. He is an Auburn graduate where he holds a Bachelor of Civil Engineering degree. For the first nine years of his ALDOT service, he served as a Project Inspector, Assistant Project Engineer and later Project Engineer on road and bridge construction projects. In 1999, he was named Assistant Bridge Construction Engineer and three years later began working in environmental areas related to road and bridge construction. Two years ago he became Assistant State Construction Engineer.
Wilson Folmar Senior Engineer/Branch Manager, Thompson Engineering
In 1998, Mr. Folmar joined Thompson Engineering as Senior Geotechnical Engineer/Branch Manager responsible for the Montgomery, Alabama office. He has 26 years of experience in construction management, contract administration, geotechnical engineering and construction storm water management. He was named Project Manager of ALDOT's US 98 work in October 2007 where he has principal coordination responsibility for both on-going construction of an eight-mile long grade/drain/ and bridge project, as well as handling environmental compliance requirements with multiple governmental agencies. He is also responsible for managing the required Sediment Remediation Program.
Mr. Folmar has served as Project Engineer/Project Manager for a variety of large private and public civil engineering projects. His responsibilities have included construction estimates, surveying, sampling and inspection, geotechnical design of bridge foundations, retaining walls, landslides, NPDES Permitting and Best Management Practices (BMPs) design, and pile driving analyses to determine stresses on concrete steel piles.
He is a Registered Professional Engineer in the states of Alabama, Mississippi, Georgia and Tennessee.
